The best way out here is to find some way to meet up with your foster mom and with your dad not knowing. There's no hope in making him go with it- he's resisting it no matter what. Find some way to meet up with her. It probably won't be easy without your dad knowing, but careful planning can make it happen.

It sounds like he's jealous of her and scared that you'll love her more than him (since he's been somewhat of a failure as a parent, getting arrested and all). There's no logical reason for him to forbid you from seeing her unless she was abusive, which is the exact opposite from being true since he's the abusive one.

I totally agree with Camazotz. You're Dad is trying to reach his objectives by violence, as he couldn't reach them using love and affection. I suggest that you contact your foster mum somehow and tell her what's going on. And you could hit your Dad in his weak point and tell him you're not going to love him if he continues to act like this. He's your Dad, he's already been in jail, who the hell is he to forbidden you to see your foster mum, the one who took care of you when he was arrested? Have a serious conversation with him.
