Usually, as armpit hair comes later. However, there's no completely set timing and order of puberty.

Not really. You could have a forest of pubic hair (below the pelvis and just above) and not have a single hair of armpit. Vice versa. Armpit hair is completely different. Do they do Sex Ed where you are?

Not necessarily, but more likely then not yes. Everyone changes at different times and different rates but I would say in most cases yes, espcially if the pit hair is thick or well grown.
