Okay so I'm curious about somthing. I Have a friend I play hockey with and in the showers after I peeked. His penis is literally 1" soft and he's my age. This is completely serious not a joke, I guess that's called a chode is it? Anyways what I'm wondering is why is it so small? Is it possible for it to get much bigger hard? Might be normal and he will grow soon. If he has a condition depends if he shows signs of puberty yet. He is your age so he should have at least some pubes I guess. If not he should see a doctor latest when he is 16.

Might just be a grower or depending on how old you are, that might just be the last thing for him to develop, theres no real set order of events in puberty.

Then there is still a chance for him to grow. Maybe he is just late in the penis department.

He's probably just a grower. Mine is 1 1/2 inches soft and 5 7/8 inches hard. I'm done with puberty. Then theres shrinkage. Mine shrinks in a cold shower or after swimming also. I started a thread a while back to ask guys if they were suprised seeing their friends junk for the first time and there were some interesting comments.

Not even a matter of body weight. you are right though. the number of folds of skin is the real telltale sign. if he is small when soft but there is a lot of folded skin, then he is significantly larger when he's hard.
