I think you should've responded so it wouldn't've been awkward. Not with a yes, unless you wanted to. So yes, you shouldn't responded, say yes or no. You could've gone the easier route with, "Maybe later" or just a simple "Not right now, maybe another time we could."

Well if you didn't want to the obviously you shouldn't have but if you did you should have said yes, if you still do then you can just ask him if he's still up for it, obviously when the two of you are alone and then just think of a time and a place and go for it, if you live near lakes or anything you could try skinny dipping and then do it
