Some girls don't masturbate. It's true, wooooow massive shock there, but some have no interest in masturbation. I do know a few people that have never masturbated, regardless of watching porn. Most girls do, but if a girl does say she doesn't masturbate you do have to take her seriously as all girls aren't the same.

This girl, she watched porn regularly but she doesn't masturbate, is it more likely she does but she doesn't want to admit it? Or is it equally likely that she doesn't actually masturbate...? If you understand..

Well, either way I don't think it matters. It's equally likely that she doesn't masturbate, but if she's watching porn too then yes she may be masturbating. Masturbation when it comes to girls is quite a taboo subject and some don't want to admit it. But, if she says she watches porn and doesn't masturbate, I'd believe what she was saying. It is equally likely she may be touching herself though, you never really know.
