If I were a new user and I read that you had to have at least 250 posts to PM I would probably give up on the site pretty quickly, not being able to PM at all kind of sucks.

You have to remember that every single action you take to stop people from abusing it is further punishing good members for absolutely nothing. 100 is a perfectly okay amount as is.

As for VMs, they're just whatever. Does it really matter anyway since you can still post them?
