if he does anything to you like in the changing rooms tell the teacher.

also ask your mates/people you know if he does it to anyone else because if hes doing it to everyone well its probs just what he does but if hes just doing it to you its best getting it sorted :)

He probably fancies you or has an attraction to you in some way. Do what Soileh said. Also, try not to get changed near him in PE as well. But don't be horrible to him, it's a confusing time and he doesn't need any grief about it.

Yeah I would agree with the above post. You need to tell him that you are uncomfortable with him looking at that certain area. Just tell him nicely. If he keeps at it tell your teacher.
