I recently got my hands on an inactive iPhone 4 with a beyond fucked up battery. I just fixed the battery problem today, and it works great.
I'm going to wipe it tonight and I'm wondering what I should do with it. I'm considering unlocking/jailbreaking, but I'm not sure how complicated it may be or the risk I would carry.
Also, any app recommendations? Preferably ones that don't require phone service?

i would jailbreak it and if youre not using it as a phone just put music on it.

I already have an S3. I was just given this because it's previous owner thought it was broken. That, and they got a 5.

If you are familiar with jailbreaking and with iOS you could jb it but if you are not, there are some things that could go wrong.
