While I'm going to say not to rush into anything because you're 13 and not having a girlfriend isn't the end of the world, the best way to talk to girls is literally to just talk. I mean, find common interests and go from there. Communication is key to everything and so is confidence, even if you don't have any, make sure you come across like you do. Girls like that. I can't answer the what girls look for question because I'm not straight, but someone else will. Relax and enjoy being young, don't rush for something, let it happen.

Bacon hit the point exactly. talk to a girl in normal way. thats what girls like most. pls forget sentences like "you are so beauiftul" or "excuse me can you say the time".. just be normal and relaxed and then lets see where the way leads.

Everyone knows that confidence is key. I used to be nervous around girls, but then I realized how much of a loser I seemed like being all nervous. So, I started thinking of it like this: If I act nervous, I will sound like a dweeb and they won't like me, but if I just act like myself and not be nervous, it goes way smoother and even if they reject me, they may still talk to me and you could at least become her friend.

i tell you a secret. most of the girls are looking impressive during the day. including me (just a joke). imaging them as they just got up in the morning. they arent that sexy... may be that helps you a lil :)
