If you're doing anything sexual with someone that isn't your significant other, it is cheating. Even if it isn't physical intimacy, it's still done behind your partner's back.
I recommend you come clean to your girlfriend, and hope she forgives you. I doubt you'd like it if she was swapping pics with another guy. So if I were you, i'd stop this ASAP.

MOST DEFINITELY! Sorry, but you should be spending that time that you're swapping pics with another girl on YOUR GIRL. That's terrible, and I would never dream of doing that to my girlfriend. And having two younger sisters, if I found out that there bf's did this, I would flip. Sorry, but that's my honest opinion.

Every body has their opinions and boundaries on what's cheating and what isn't, but I would consider it cheating.

Think of it like virtual sex. If you had sex with another girl while you were in a relationship, would you consider it cheating? I certainly wouldn't be happy if my partner was pic swapping/camming with someone else unless we agreed to an open relationship.

I think that everybody kind of has their own definition of what cheating is. Some people might think that if they're not having sex or physical contact or whatever that they're not cheating. But even if you don't consider it cheating, think about how it would probably really hurt and upset your girlfriend. Whether it's considered cheating or not, your girlfriend would more than likely be upset by it. So why should it really matter if it's 100% cheating or not? It would be upsetting to her and that should be enough to make you think twice about doing it.
