Well i don't touch down there except to wipe and nothing has been down there but, I guess i should go into the real details!
Well i have a VERY VERY embarrassing issue of no matter how many times i wipe or what i wipe with, Mess down there never goes even if it is just a little bit, Like one time i was in the toilet for like 5 minutes just wiping with a mix of wet wipes and toilet paper, And i also wear tight boxer briefs so it all keeps close to me....
So i feel like the dried up stuff of that can rub off and it just does not lead to a nice feeling, And for MONTHS if not longer i just got really bad pains down there and it'd hurt so much and I'd just wanna itch but usually i refrained myself somehow.
Anywho just now it came back and all i had done was lay down but i went to the toilet this time and got some toilet paper on my fingers and itched when i noticed of course the not so nice stuff, But also blood, So i did it again and same as before and the next time i just put the tissue there, Sure enough same as before!
And this pain is highly uncomfortable and makes it unable to walk some times due to the rubbing and i just need to know how to sort it out!
If you want to say go see the doctor or "I know you said you won't but you need to go see a doctor", Consult with the top of this thread, Is there anything i can do to stop it? Wear looser jeans and underwear? Find some way to stop that stuff being down there even if wiping does not work? Just anything!

For what you are describing, it looks like you have a really bad case of hemorrhoids. Your best bet will be to do what you are asking us not to tell you to do. But that can wait until you just faint and someone calls an ambulance.

While you wait for the ambulance ride, might be days or month from now, you should avoid using any toilet paper and just use what the french call a bidet or get a detachable shower head, if you do not have one already, and actually wash your asshole clean after each poop. That might lower the irritation and maybe stop the bleeding although it will not solve the hemorrhoids problem.

Dude, if you want a medical problem solved... oh yeah, that's what doctors are for. Okay, so it's embarrassing. Yeah, we all get that. Do you think I ever want to go to the doctor when I have issues with my period or something? No! It's gross and icky and uncomfortable to talk about but you know what? I'd rather face 15-20 minutes of embarrassment than lasting pain and discomfort.

90% of the answers you're going to get are going to say to go to the doctor. Bleeding down there is not a particularly good thing and if you want it to get better and stop hurting you, a medical professional can give you a much better and lasting solution than a bunch of kids on the internet who have had no medical training past maybe some first aid. If you're really so insistent on suffering so you don't have to make a doctor's appointment, you may just have to deal with it or try what Emilia suggested.

Is the blood light or dark?

If it's light fresh looking blood you're fine. Used to happen to me regularly and my mum is a doctor and said it's fine if it's fresh blood. Basically means you have a cut/fissure either just inside or just outside that keeps being reirritated. These can be operated on and removed but they usually clear up themselves anyway. Mine did.

If it's dark blood, it's coming from deeper inside and could be far more dangerous, and in that case, you need to see a doctor. You say you won't but at the end of the day it's going to be your problem if you don't. GPs have a confidential service and are used to seeing these things all the time, trust me it's really not embarassing. However it's probably the first thing I suggested.

If it is hemorroids then you need to see a doctor to get cream
Otherwise the discomfort will not go away. And also you can get infected down there. Either its this or your whiping the surface too hard. Try changing toilet paper brands or using baby wipes. They help a lot
