This can be common. Pubic hair is none to be a lot darker on blonde people. However black is a rarity but nothing is wrong. :)

Maybe your leg hair will get darker, or even being in the sun a lot can turn your hair lighter. When I was little my hair was blonde because I was outside a lot. You don't usually leave the house nude, so your pubes will be darker

I don't really know why as such I think it's also to do with development and the age of the hair etc.

My hair is dark and now my leg hair is but two years ago my hair was dark and my leg hair was lighter so yeah..
