if you have bad breath he might not want to hurt your feelings tho. ask a friend who will tell you the truth if you have a breath problem. or maybe he's never kissed anyone before and is afraid he'll do it wrong or won't be as good at it as your last bf. or maybe he thinks kissing a guy would be "too gay" and that crosses a line he isn't able to cross w/o freaking out.. just ask him is my advice

It sounds like he doesn't want to get attached to you. Or he's afraid of commitment. I wouldn't have sex with him if I were you.

Kissing is generally classed as something intimate whereas sex can be seen as casual. Perhaps he doesn't want to have intimate relationship but more one with casual sex.
