So I know a guy that wants too sell me his 82 Camaro T-Top for $2000. I know it runs great. Re built engine. 60,000 miles. Good deal or not?

Depends on many things. What shape is the body in? How about the interior? What engine, specifically, is it? Manual or automatic?
A 60,000 mile old rebuild doesn't mean much unless you know when it was done. The rebuild on my '49 Chevy pickup is 10,000 miles old, but it was done in 1991, so the truck runs like crap now. So, does it run well? Does it also drive well? How about the brakes? Tires?
Check for rust, that makes a big difference, also....the T-Tops leak 9 times out of 10, so make sure those don't leak since they are a pain to fix.
Short answer, if everything is in working order and in good shape, $2,000 is a good deal, but there is a lot to consider before jumping into it assuming it's a good deal.

Cooper summed it up. It depends on the general condition of the car.
