no it's not, I would see a doctor, if its fractured, walking around on it is doing no good and most likely, serious damage

Are your ankles injured right now?

What do you mean by snap when move? Do you mean you cracked your ankle, or that you moved it the wrong way and you heard a snapping noise? If it's the latter, I recommend seeing a doctor.

I sprained them and it doesn't hurt now haven't done sprained in years but when I rotate my ankles it creaks and I can feel that if I out a finger on my foot its like something is snapping or rubbing against the other thing

If you're sprained your ankle a lot, the tendons in the food might get a little stiff. Stretch them out by moving them in circular motions ever couple of hours. I would also suggest getting a wrap to put around your ankles to keep you from bending them so much when they hurt. When they don't hurt, move them as much as possible by rotation. This will help the stiffness and 'creaking.'
I hope this helps,

It's not normal for most people, but if you've seriously injured your ankles, it's fairly normal. Mine do that too when they're perfectly healthy.

Any time. Be careful with your ankles though. Once you injure them, it's extremely easy to re-injure them, so make sure you take extra safety precautions, especially playing sports and such.

I know I sprained them every couple of moths years ago but not had an ankle injury in years
