According to this (http://www.apple.com/ipod-shuffle/#voiceover) I'm supposed to be able to hear the name of the song I'm listening to, and also the battery status. For some reason all my VoiceOver does is list the playlists. I've pressed the button down for a while while listening to a song and it says the playlists. I don't know how to get it to say the song name, or battery status. It USED to say the song name; I remembered that it worked, but for some reason it doesn't any longer.
How do I resolve this?

Do you have the same iPod shuffle? I'm sure only the previous generation did only playlists.

You could try resetting it, maybe you unknowingly changed a setting? If not then you could always bring it to the apple store. I don't know a lot about fixing electronics but I do know that fixing it yourself usually isn't a good idea :P

Also, are all of your songs tagged correctly with the artists, names and albums?

Not sure what you mean, but it's the Shuffle that's in the picture on the Apple web page...

How would I reset it? Would I lose my songs?

Yep. The VoiceOver worked before (saying the names and stuff), but I don't know why now it's not working.

I'd do what Mike said and give it a reset. It's only a shuffle and you said it did that before, so after the reset it'll just transfer your music, and there's no permanent damage.

Plug it into your computer, go to iTunes and click "restore". This will reset it to the factory settings. Afterwards you can sync all of your music back onto it from your computer.
