Depends on who's complimenting. If a good looking guy walked up and said that to her she would most likely be flattered and maybe even interested. If a weird looking guy like myself did the same thing she would probably be creeped out and avoid me at all costs afterwards. Know where you stand on this totem pole, and this kind of randomness might work out for you. A compliment is a compliment, it's a nice gesture (especially the part where you say she's pretty instead of saying she's hot or has big tits or something else degrading) and it displays mad confidence when you do something like that. Some girls might be into it.

lol, it really depends on how you say it. If you're genuine and sincere, but at the same time comfortable about it, most girls, including myself would love it... But I think it'd be hard to pull of without sounding like you're just trying to hit on them, lol.
