Yes, it is normal. It will detach eventually, you just have to give it time. If its still there once you turn 17 I'd probably go and see a doctor.

I think what you're referring to is called the frenelum ( correct me if I'm wrong guys I'm cut and have only seen one on the internet). Is it on the underside of your penis shaft, Jordan?

Sounds like your frenelum, if on the underside, this is normal to have, it's purpose I think is the keep the skin from going down too far. It connects the skin to the head, and it is said to cause pleasure to some if touched, but it is very sensitive and if torn is painful to the 3rd degree in some cases.

Yes this is normal, as people above have said its the frenelum, because your foreskin is not meant to go down your shaft it's there to stop it from doing so, it also pulls up the foreskin, to keep it over the head. You also have a frenelum under your tongue, to stop your tongue falling down your throat.
And it is also the most sensitive part of The penis!

I do know what I'm talking about. Okay, so maybe I worded it wrong. It will become 'looser' to allow it to retract further.

Detach and loose mean totally different things, and the frenulum won't necessarily become looser, as it is the correct length, the foreskin has no need in retracting past the glands, that's why the frenulum is there in the first place.

Yeah, I appreciate I worded it wrong, I was trying to think fast, as I was trying to watch something on TV at the same time. And I mean if it is not the correct length, then it should loosen to allow it to retract to the bottom of the glands.

Because of the where the frenulum is placed it can't possibly be the wrong length to allow the foreskin to retract. If someone can't retract their foreskin it's due to the foreskins opening being not wide enough, not do to a short frenulum.

Well I guess if it can't retract it will be down to a tight foreskin. Ah well.

Oh! I actually have this too and I never knew that's what it's called.. I didn't know if it was normal or not. Do all guys have this? Some guys with uncut penis can retract the foreskin back a lot, but I can't, is it becuase of the frenulum thing?

Oh yeah, I can. I was talking about it in general. So if someone can't retract it fully then its probably due to a tight foreskin.
