Hi, i'm 15 years old and i'm relatively underdeveloped (no armpit hair, little pubes, small balls and dick). I go to a boarding school so when I see people come in or out of the shower, I stare at them and try to look at other boy's penises as much as possible (eg. while pissing or changing). But I am still attracted to girls. Am I gay?

I'd say you are a late bloomer and are curious. since you say you are attracted to girls you might be Bi. hard to say with what you posted
the only way you would be gay is if you are emotionally and sexually attracted to guys.

In order to be gay, you must be both physically attracted and emotionally attracted to the same gender. It sounds like you're just curious. :)

i'd say you're just curious, especially because you're a late developer.

It really doesn't matter, and us telling you "yes" or "no" is just a guess. Being gay is a cause, not an effect. No set of actions will make you gay, but being gay will sway you in the way of those actions.

Anyone who tries to tell you what you are is wrong. They don't know what you are, only you can say what you are. And only you will KNOW what you are.
