12.7cm equates to roughly 5.1". The average adult is 5-6", so you're fine, and are developing normally.

You can't 'miss a step'. If it hasn't grown yet then it will grow soon. Some experience penile growth very young, like 10 years old, and other not till 16, 17 or even 18. Although without your age it makes it hard for us to give specific details.
