Hair follicles, they are completely normal.

I have two questions, how old are you, and have you recently shaved down their?

If you are somewhat young and going through puberty, it could be the hairs growing and spreading around the genital area further than before, causing white follicles which are the starts of the pubic hairs themselves.

It can also be caused if you shaved down their recently, which may be causing them, which possibly are ingrown hairs.
