If you're reaching orgasm then you shouldn't be urinating at all, your penis is designed so that you can't urinate and ejaculate at the same time. I imagine what's probably happening is that you're urinating when trying to ejaculate - however, having the clear liquid is perfectly normal for someone that hasn't fully developed yet; over time you should progress to producing actual sperm which would change the texture/colour/consistency of your semen.
