Yup, your body is still developing. You have until when your 21 then your whole body will stop growing. When you turn 21, if your balls are still small then you should go to a doctor.

They will grow as you get older eventually ( by the time you're 21) they should be proportionial to your penis

What I meant is that during puberty things might seem to be (or are as a matter of fact) out of the normal. It is then normal to think so. Things will probably adjust since you still are going through puberty. This is why you shouldn't worry about it.

Yes highly normal. They don't always grow at the same rate and either way, it doesn't matter what size they are. So save any further confusion, remember that a testicle can be bigger than the other by quite a bit sometimes, so if one is smaller than the other or you feel both are smaller, you're still growing and it's normal. :)

Maybe just give yourself more time to develop. I also don't think that ball size matters that much for now.

They get bigger as you go through puberty. Its completely normal
