I talked to a girl about my penis size, 4.5', and she said she preferred big dicks. I was wondering if having a small dick turns you off or if it really matters at all.

It's not something I put a whole lot of value on and 4.5 definitely shouldn't hurt your odds with a girl who has reasonable expectations. It also shouldn't be a huge determent in the bedroom if it is at all, that's about what my first partner was when we started and he had no problem satisfying me.

I am more interested in how they use what they have instead of the size. I've had guys who were average 5-6 be better lovers than some guys with large...skill make a lot of difference

I think it was simply a friend not a potential sex partner or girlfriend. Yet -- what you said is correct -- no one is worth it if they judge or give up on someone because their organ or body part is smaller. Also -- the OP said she prefers bigger and not that she would give up on 4.5 inches
