In locker rooms, I've known of people to do both. Some people (like your friend) are more open with what they've got, and some do prefer to cover up. It is a matter of personal choice. Also don't worry about the size down there, you're both still growing at different rates, and you may notice that we are all different down there. It probably was a bit cheeky of him to give a little laugh, but boys will be boys. Don't let that bother you. If you do go without the towel again, he probably wouldn't bother, however, it's up to you if you wear a towel or not.

wow man i could have a huge rant at you for being so concerned about nudity, but i wont because that is obviously the way that you were brought up. Although i totally agree with you because i'm right there with you in your situation when it comes to being embarrassed in the locker room, i ignore others who just walk around freely even though i think it's sort of rude to just have it in peoples faces. However it is a locker room and it is made for people to shower, get changed, ect. People are going to be naked. But, as probably many people have told you, all men have a penis and balls so who cares what it looks like? In the long run do what's comfortable for you, and if someone pressures you to take off your clothes or anything like that just go into a locker room or a changing stall and do it there.
