Well then you could report him to a teacher/counselor/etc, you could stare back and see if he gets uncomfortable [of course that's likely to backfire and send the wrong message]...my suggestion is be harsh with him. Tell him straight up "Look, man, I really do not like you and you're really starting to make me mad with that staring crap you keep doing. I asked you once, and I'm serious, just cut it out."
