This is is good answer, expect that guys get erections even at prepubertal age.

Everyone develops in different orders, some shoot up in height and get penis growth late, some may be vice versa. Penis size at age 13 is highly unimportant, as you've just started puberty.

Dont worry, some guys start to have pubes and to grow down there sooner, and others start later.
