There is a difference between privacy and secrecy.

Most guys don't want parents watching them masturbate but they go one stage further and choose a time and place to do it when they hope their parents won't be aware of what's going on. It works both ways too: guys parents will choose a time to have sex when what they are doing won't be obvious.

Being less secretive is not the same as doing in the open or with an audience.
