Anyways, regarding your situation, I'd say that if you can't apparently cum right now, I'd do what Brian said, wait it out, and if you still can't seem to cum in about a year, I'd check out a doctor. Usually you'd cum, even if you weren't properly masturbating, b/c if you don't ejaculate through masturbation, you usually have wet dreams (though the two are only slightly connected, as it is possible to cum during masturbation and have wet dreams and not masturbate and not have wet dreams) Again, just wait it out, and if a year from now, you still can't cum, I'd recommend seeing a doctor.

Actually, it doesn't necessarily mean his body hasn't produced ANY cum yet, it just means he doesn't have enough cum (usually, at least in the case of a wet dream, you ejaculate because you have excess cum that "wants" to leave your body). But Andy is probably right in that you are probably just a late bloomer, but in a year or two, if you still can't ejaculate, you should just get a doctor's opinion (I'm not saying anything's wrong with you, in fact, I doubt there's anything wrong with you).

Well most boys during puberty ejaculate at the average age of about 12 or 13 and most don't until they're older.
