Weird notification windows

Whenever I get a notification window my computr dosn't display any options for notifications that usually have options. anyone know what's going on here?

All I get is a notification with text and nothing else. I can't exit out of some applications because of this.

are you sure all your windows files are still there? Have you had a virus before it started?

I'm running linux, and was in extreme need of OS reinstallation, unfortunately my computer was being difficult and refused to detect the hard drive while booted from USB. but it's fixed now.
