If you got a feeling of needing to pee, then got a really got feeling when it came out, it's cum, if not it's pre-cum. If it's precum, you're almost there. If it's cum, it is usually clear in the early days. Volume and milkyness (and penis size!) will happen over time.

I hate to say this, but since you're something like 14/15 you just might be a late bloomer. I would not freak out because there are plenty of guys who start cumming as late as 15/16 with one or two guys on here not getting their first ejaculation until they were something like 17. At least you're getting pre-cum which is a great sign, and I'm guessing you'll have your first ejaculation by Thanksgiving or Christmas. Your prostate gland probably is functional, but you just have not started making sperm, yet, which is why you're only making clear fluid. Again, I would not worry because at least you're getting something, and unless your planning on getting someone pregnant I would enjoy things now. At least you don't have to worry about clean up, and at least you don't have to worry about all the other body maintenance that comes with hair and getting big.
