So I can't connect to: http://www.plugins.bukkit.org/.

I've tried 2 different machines, 3 different web browsers, I've cleared not only the cache, but all browsing data, and I've tried disabling my pop-up blocker. The only reason I know it's not down is that two people I've talked to (both of which live outside of the US) can connect to it. What else do I need to try?

There might not be anything you can try, it is most likely that a network has collapsed where packets from you computer are being sent, and since packets have no route to travel to as there connection doesn't exist, your computer cannot access it. It would explain why your friends outside the US can, because there's no network failure when packets from their computers are being sent. The best thing you can do for now is wait until tomorrow another packet route is established. If it still is down for you, try a friends house or an internet cafe to find out whether its your home network or not. If it doesnt work on another network such as at a friends house, it's probably the packet problem. You could also try tethering a phone connection through 4G/H/3G and try accessing the website from that.
