Sounds like you're a later developer. Your pubes will come in eventually, as will your other hair. You wil catch up. Being cut makes little difference

Well, first of all I'm a late bloomer too when it comes to hair and stuff. But you don't need any of that to have an orgasm. If you're not developed enough to squirt anything yet, you can still have what's called a dry orgasm.
