The frenulum (not sure if that's what it's called.. is this what they remove to circumcise someone?), or at least the part where you have to wash when you're uncut, of my penis is completely gone.. and the only skin connecting my penis head to the actual penis itself (again, I'm a bit confused with the terms) is at the tip, near the urethral opening. It's been well over a year (or maybe even two ) since this has happened. Is this considered "half circumcised"?
(I'm not circumcised, btw.)

Based on what you said, I am not 100% sure what's going on, but I'll try to answer. No, you are not technically circumcised because no one actually cut anything back. In a circumcision they remove the foreskin, which is the hood covering the head.

The frenulum is a band of skin at the bottom of your penis, which helps keep the foreskin from rolling back of its own accord. What is sounds like from your description, the foreskin has rolled down, exposing your head 24/7, and the 'skin connecting', to which you refer, is the frenulum. Does this sound right, based on what you are seeing??

Yes, that sounds just about it. Is this just a weird rare occasion, or does it happen to other people as well?

I think this is caused by penis growth during puberty. The head and body of the penis grow more than the foreskin, and in your case the head just popped out. In other words, I think it is natural. And there are guys who are in-between, with 1/3 or 1/2 the head poking out.

Mine didn't pop in that way, but I know that the head fills the foreskin more than it did when I was a kid.

Like any other part of your body, your foreskin can be any length and be ok. So, some guys have foreskins that cover the head completely, some go over the head, some barely cover it, or not at all. All Ok. There are probably as many variations on foreskin length as there are guys with foreskin.

You are not 'half circumcised' if a medical procedure was NOT performed. The frenulum (the piece of tissue that connects the foreskin to the underside of the penis) is the piece of skin you're talking about, and as long as it doesn't interfere with whatever length of foreskin you have from retracting, is OK.

Lastly, the penis itself does grow faster than the foreskin during puberty, but the foreskin grows, too, so what's happening here is probably due more to the often unevenness of growth, rather than what the final result will be. If you look at your dad's foreskin length, that's probably what yours will end up like (these things are inherited).
