If two people have never had any type of sexual activity before, is it possible for either of them to have an STD?

Possible but not as likely. If she is a drug user like heroine she could use an infected needle and get an STD. Or go to the tattoo parlor and a careless tattoo artists uses a dirty needle. Or she got a blood transfusion with infected blood. There is still a risk but its low which is why you should get tested before having sex just to be sure and use protection.

HIV can also be transmitted through birth, so that's another possibility. Regardless, in the world we live in you should be absolutely certain your partner has been checked before having sex with them.
