yes, majority of guys have this just like many girls have one breast that hangs lower than the other. It is suggested that having one testicle hang lower than the other helps prevent tangling of the sperm ducts and so preventing the formation of cysts.

I have no clue why it does that, but I've heard it's a normal sign of puberty. No big deal at all!

yeah everybodys are like that because they would get in the way and get smashed when you sit down if the hung at the same level.

Ye it is normal. They have evolved that way so that they don't hit to together when you walk or run, as you can imagine if they did it would be very painful and most likely damaging
