Conflicted

So theres this girl I've been chasing after for the past 9ish months. I started to notice her when my team(Student Council) was working during our schools football games. I would talk to her between when she would have to cheer because leadership and cheer were in the same area. She was always nice, and fun when I was around, I would walk with her to class, talk to her about things, she would bring me little random things, take my wristband etc..
Yet whenever I try and text her I get these short messages that just seem like nothing. When I was around her in person she is always on her phone, yet more often than not I can't even get a response from her. She called me just to talk recently but still sometimes just doesn't respond to me.
I haven't been at my old school for the past 4 months because of different reasons. I've seen her once in those 4 months but would try and talk to her when I could.
My friends say I should just give up, and that shes trying to tell me something by not responding. I'm just conflicted on what I should do. Any input?

That's a difficult situation I don't know if it's time to give up, what are you talking about, if it's just a simple text saying "hello how are you?" it can tend to just lead to nowhere, if you have a subject to talk about then maybe it will keep the conversation going as you will get into an actual discussion.

I didn't think it was time to give up on it either. I try and come up with actual topics just since I'm not around her as much because of school I sometimes come up short of topics. I'll just try and come up with something.
