Depends on the group and their policies.
Also depends on which perspective you look at it from. Terrorists to one group are 'freedom fighters' to another.

Al-Qaeda- Terorists. Their goals might be righteous to some, but their methods are definitely flawed. Same goes for the Talibans. IRA has a good goal, but bad methods, so they are terrorists. OVK, an Albanian terrorist group, responsible for genocides against Serbs, their methods and goal are bad.
