Sex is alright as long as both parties are comfortable with it. But using the words man on a 13 year old...
Yes, he's becoming a man, but not yet. He should enjoy childhood as long as he can. I'm 19 now and I wish I was back 13. Being an adult had his pros, but certainly also cons.

You got that right! I'm amazed at how not effective they are: The typical use pregnancy rate among condom users varies depending on the population being studied, ranging from 10–18% per year. (from wiki)

Know that they don't work well at all in actual usage. In "perfect" usage, they're only 98% effective. There's a big gap between actual and perfect so be ware.

There are lots of pros and cons to it, but ultimately it's up to him. There are guidances, such as what parents say and what schools say, but I think that it depends on what he's like and what his girlfriend's like.
And yes, most religions consider 13 as being when a boy becomes a man, but I'd say it's probably more like 15. It's just most boys feel like they're men when they're 13 years old...
