I'm guessing that OP is asking for males: obviously girls can't wear anything underneath their bathing suits, but for guys, it's more common to see them wear boxers underneath their board shorts at the beach. Don't ask me why, that seems like a dumb idea since you stay wet and dripping, when they point of a bathing suit is to dry quicker and then change out of it into street clothes.

As for me, I wear swim trunks and nothing underneath it.
