In general, a circle jerk is a group of boys or men who jack off all at the same time. And I don't think mouths are involved but in my opinion, it's in a case to case basis.

Circle jerking is when 3 or more guys jerk-off together, typically in a circle.

It's usually called a circle jerk and the basic idea is that there are 3 or more guys all wanking at the same time so you can all see each other. You might be arranged in a circle or not, but it still gets called that. Sometimes you wank each other off, sometimes just yourself, and sometimes there are games and dares / forfeits and stuff. It varies basically, so a lot of things count as a circle jerk.
