In my honest opinion, it is, as others have said when you both are ready. But you have to take so many things into consideration:

-Risk of Pregnancy
-Risks of STDs
-If you are caught, what'll you say

etc.

I think that having sex for the first time is a very big deal that is taken a little too lightly in today's society. I'm not trying to sound like a grandma here. I was sexually active from 16 which I believe is a realistic age. I think that as long as you and this girl (assuming there is one) have both reached puberty, and understand the risks involved in sexual intercourse (both physical and emotional such as sexually transmitted diseases, pain, regret etc etc) and you feel ready then that's what is most important. But moreso I think that teens have to realise that sex really isn't all it's hyped up to be. It doesn't make you any more cooler than somebody else if you're having sex.

um as long as thers concent ur fine and lik i fingerd a chick in 8th grade so lik 13 is an ok time but idk about where u live and what ur values are
