Your penis skin isn't really much different from your other skin. It peels for several reasons:

1. Dry skin (possible)
2. Sunburn (not possible unless you're an Australian nudist)
3. Chemical irritation (possible, e.g. leaving soap on)
4. Some skin disease (unlikely)

I'd try this: first, remove all potential sources of chemical irritation. Cut down on soap use on your penis as much as you can; focus on rinsing. Perhaps stop masturbating for a few days. Drink a good amount of water.

Do you have peeling skin on any other parts of your body? That would point to dry skin more directly, while having no other peeling or dry skin would probably point to chemical irritation.
