It depends on when the stuff comes out. What I mean is when you get an orgasm (the really good feeling when you masturbate), does the fluid come out then, or does it come out when you masturbate? If the fluid comes out while you're masturbating, then it is pre-cum; if the fluid comes out when you orgasm, then it is cum.

Precum is a small amount of clear sticky stuff as you're playing. When you orgasm, it's like a "bingo" feeling. At that point you should get (in the early days) a clear liquid, that gets more milky as you develop. If you're not getting anything at this point, it's a "dry" orgasm. But if you're getting pre cum, the full thing should only be another month or so away.
