I guess like height and all - just depends but for sure at 15 you have growing time left
girth usually comes later - my brothers grew a bit in lentgh after 15

from 13-15 my penis didn't grow at all.. at 16 it got longer and at 17 its getting thick:)

it'll grow in length until you're 16, then get a little wider.
