Well one of my female friends (not going to name names :P) is very self conscious about herself. She thinks her boobs are too small (they are small, but I like them :D) and stuff like that. Can you guys give me some advice to help her out. What to say to her to make her feel better. Any help would be gratefully appreciated. :D

Well I personally like boobs of all sizes. No, I lied. I like small ones MORE then big ones.
Point out that if you let them grow, real ones look way better then fakers. Tell her that hers are better then big tits online or something. Or try to cheer her up some other way sexually or not.

Complement here in many ways. Small boobs are just as hot to me as big ones - size is not imprtant for those, and am sure she will have many other redeeming features too.
