My mate13yo has a really hairy penis but small dick, where has my other mate 12yo, soon 13 has a big dick and no pubes

Is there an order as to what happens when or is it random

Yes, there's no set standard, or order. Some ways are more common than others.

There's no set order in puberty. Everyone is different. It's nothing to worry about, your hairless friend will grow pubic hair very soon, and your other friend shud grow in size. Bottom line is, everyone matures at a different rate... You've just got to let nature take its place and not stress over it.

People develop at different rates. The hairy ones will probably have their hair come through first and then their dick would grow soon and the one with the big dick was born lucky and his hair will develop soon. Simple.

I think the first thing is your nuts get bigger. then everything else happens after that. Ya might not notice but it happens, not sure of the order.
