Ok so im 18 and im small as you may all know already. I want to know when your penis and testicals stop growing?

it can vary greater then the range in your poll. its possible for penis and testicle development to be completed by about age 13-14 in early bloomers and can be as late as early 20's.

could be around 18 because i was talking to my friend last week who went for a check up and the doctor told him that he has finished puberty.

There's no one age for everyone, because different people develop at different rates. Puberty varies between people in start, duration, order of events, and most everything. The most concrete answer we can give you is that, if you haven't seen development in about a year, you're probably pretty much done.
