Typically, Asians have a shorter average height to Eurpoeans / Americans... Thats just how it is.
The fact that you are 19 means that the time for you to continue growing is limited... You can technically keep growing until youre about 20 maybe 21, but you would certainly be getting the the end of the growth stage.
Milk will have no effect, certainly now. It strengthens bones, but not makes them longer. Perhaps if you drank it as a kid, and all your life so far, then that may have had a slight influence... but starting to drink milk regularly at this age will almost definitely have no influence on your height.

Well not really. Anything can happen.

Growth plates typically fuse in someone's 20s, so it depends on the OPs starting age. You can't really determine what will happen, even if it is unlikely.

Most likely not.

If you do continue, it's probably not going to be anything major, you've probably past that. Are you within a similar height range to other blood relatives in your family - dad, grandads, uncles, older cousins? If you're of similar height. 5' 10" is the average eight for a male in the UK, and I'm only 5' 5", so being 5' 9" is not that bad.
