It certainly isnt common. Are you sure you havent started? Like, no pubic hair at all, no change in voice...

Not necessarily; whilst it is uncommon; it doesnt mean you have medical issues. Starting puberty at 16 can happen, as it hits everyone differently and at different times. The term 'late bloomer' is what I would use.
Dont worry too much at the moment (easier said than done, I understand). You'll get there... Still plenty of time to grow yet. (usually by 20 you have finished growing)

It's completely normal. Some people don't start till even later than 18. I think that there should have been more options so like "10 or below" and then the same for the other end of the scale. I started at 10 although for the reasons of simplicity I've put 11 on the chart. But dont worry! You'll start soon enough!

For boys, to start is normal between 9 and 16 (though to finis can go into early 20s if U start late. 8 or 17 is pussing it in either direction. Outside that, see a doctor.
